Global Free Markets vs. Global Regulatory Regimes:
The role of small countries for the U.S. economy

     1. What legitimate interest does the international community have in tracking the flow of capital across international boundaries?
     2. Why should the sources of capital for banks in smaller countries be subjected to higher levels of scrutiny than the banking systems of developed nations?
     3. Do small countries have a right to compete for capital by offering more attractive pro-business and low-regulation environments than developed countries can offer?  Is that competition fair or unfair?  Does that competition hurt or benefit customers all over the world?
     4. What are the terms of reference of the Organization for Economic Cooperation and Development (OECD) in fiscal and banking matters, and what role should it play in promoting related standards?
